As of this moment, and for the foreseeable future, there is only one single rule that a successful Web designer or developer will adhere to, and this is this: There Are No Rules.
The challenge, that I see, is that people hiring web designers want to hear that there *are* rules. Bring up user testing, and they see unnecessary dollar signs. “Surely there’s industry data, best practices, or something we can just use instead” or worse “you guys are the experts, shouldn’t you just know what’s right”? It’s tough to work past that.
